refactor: modify error handling approach (#180)

Throw a `VersionizeException` instead of calling CommandLineUI.Exit
- centralized error logging in Program.cs
- one step toward supporting multithreaded tests by gradually getting rid of the static CommandLineUI class

Move all error and info messages to static classes
- easier to validate in tests
- cleaner call site

* fix: resolve codacy issue
