feat: Add CLI flag statistics view with web integration

- Add FlagStatistics and FlagStat models to aggregate flag usage data
- Implement read_flag_statistics() to parse and analyze stats.jsonl
- Create flag statistics web handler with HTMX partial support
- Add FlagStatsParams query model for include/exclude filtering
- Create flag_statistics.html template with Pico CSS styling
- Support filtering by flag names (include/exclude)
- Display total executions, success/failure counts, and success rates
- Add /flag-statistics and /api/flag-statistics routes
- Link flag statistics view from main dashboard
- All tests passing, no clippy warnings
