Fix Windows CI failure by using bash shell

Windows PowerShell was incorrectly parsing the -coverprofile=coverage.txt
argument, treating it as a package path. By explicitly using bash as the
shell for the Windows test step, the command is parsed correctly.

Error was: "no required module provides package .txt"
