Use PEP 420-compatible `zc` namespace packages (#1272)

* - update zc namespace packages and plone.versioncheck

* - remove Python 3.9 pins, add exceptiongroup for Python 3.10

* Replace ``pkg_resources`` namespace with PEP 420 native namespace. (#1273)
