* Add BGP advertised routes function.

To be used in https://github.com/openconfig/featureprofiles/pull/4703
and other AFT tests.

* Add helper to configure BGP and ISIS routes from ATE.

* factor out suffixes into consts.

* alphabetize consts

* move to otg_config_helpers

* fix advertised routes

* return config
