Replace Annual Tax stat with Overvalued By stat

- Change first stat card from "Annual Tax (2025)" to "Overvalued By"
- Calculate overvaluation as appraisedValue - estimatedValue
- Display overvaluation in red to show the problem
- Show whole dollar amounts (no decimals) for overvaluation
- Keep savings with 2 decimals for precision
