Add assessments table for year-specific property data

Create separate assessments table to track appraised value and annual tax by year. This allows maintaining historical records and adding new assessments for each tax year.

Database changes:
- Created assessments table (id, property_id, year, appraised_value, annual_tax, status)
- Removed appraised_value, annual_tax, status from properties table
- Added migration to move existing data to assessments for current year
- Properties now only store: bedrooms, bathrooms, sqft (unchanging attributes)

Backend changes:
- Updated propertyController.getProperty() to include assessments array
- Updated adminController to work with assessments table
- Added UPSERT logic for assessment updates by year

Frontend changes:
- Added Year field to admin property page (prefilled with 2025)
- Changed layout to 3 columns per row
- Updated property.html to display assessment data with year label
- Removed redundant bathroom label text

All 85 tests passing.
