feat(list secrets): Show SealedSecrets-Sync Status or filter only synced secrets (#342)

* feat(secrets): Add synced status display and optional filtering for secrets

- Update frontend to show synced status and messages for secrets.
- Enhance `list` handler to support filtering of unsynced secrets via new config option `showOnlySyncedSecrets`.
- Extend tests to cover synced status display and filter logic.

* fix(ci): linting and test issues
- Fix unparam linter warning by using different namespaces in test
- Add namespace assertion to verify filtering works correctly

* Clean up README by removing empty line

Removed an empty line at the beginning of the README.
