Updates to rework container image (PP-3202) (#74)

## Description

- Ensures that configuration file is accessible at app build and run
stages by correctly handling both relative and absolute paths.
- Removes the need to retain the `.git` directory in the container
image.
- Generally cleans up the `Dockerfile`.

## Motivation and Context

Containers were not making it through the Next build phase and were not
able to to completely start.

## How Has This Been Tested?

- Tested in local dev environment.
- Manually configured the corrected container build in the
`docker-compose.yml` on staging servers and verified that they are
working properly.
