CI build is failing in Windows tests with FileNotFoundException for "System.Threading.AccessControl, Version=10.0.0.0" and is used during Event Log writing, but I'm sure what depends on that. It's part of the Desktop runtime, but nothing seems to target that. Event Logs are exposed to this program by the net8.0-windows TFM, not a package dependency, which is version 8 instead of 10. Try rolling back to 9.
