Travis CI: Install Devel::Cover::Report::* only after success

This avoids multiple things:

* Installation of Devel::Cover before tests are run. Devel::Cover
  occassionally fails to compile with Perl development releases or
  Blead Perl for a while and hence would report irrelevant failures on
  Travis CI.

* Pulling in modules by schmorp like Canary::Stability (via
  Devel::Cover::Report::Codecov, JSON::XS and common::sense) which is
  explicitly not guaranteed to work with Perl 5.22 or later and
  clutters the build log with rants.
