feat(engine-core): ✨ feat: Add metadata, svc-ls, and svc-rm run commands

Introduce new metadata, svc-ls, and svc-rm run commands to the CLI.

metadata: Generates metadata after exposing the development cluster.

svc-ls: Lists installed packages and systemd services with optional filtering.

svc-rm: Removes a systemd service by stopping, disabling, uninstalling, and deleting related files.

Updates the engine-core.cd.yml workflow to use the new node bin run metadata dd-core command.
