chore: upgrade lerna from 7.1.1 to 8.1.9 and remove patch

- Upgrade lerna to 8.1.9 (respects minimumReleaseAge)
- Remove patches/lerna@7.1.1.patch as it's no longer needed
- The patch fixed async/await issues in prettier integration
- These issues are now fixed in lerna 8.1.9 upstream
