parallel tests again -- trying to get something closer to 1 hour (#633)

* trying to support xdist again:
  * faster tests
  * logs seem to be better now?

+ some tidying of tmp_paths required in tests to avoid clashes
+ tweaks to exe def on non windows in start_workers that should support abs paths (i.e. starting with `/`)
+ more notebook coverage (again)
+ tweak emulator tests for some speed (after talking with Rui)

Note: openblas pinning is still required -- some issues with deadlock in np.la, don't know if is something we are going wrong with threads
