Allow modifiying a component images in custom bundle (#3809)

Change the structure of the deploy/images.env, to allow overriding each
of the component images.

So instead listing images as:
```
SOME_IMAGE_NAME=some/image@256:somesha
```

the new format is:
```
SOME_IMAGE_NAME=${SOME_IMAGE_NAME:-some/image@256:somesha}
```

Added docs for building HCO bundle and index with custom subcomponent images.
