Fixed HTTP 400,1 when listing partitions (#825)

Details:

* Fixed an HTTP 400,1 error when listing partitions of a CPC in DPM mode on
  a HMC version 2.15. The code had used the 'additional-properties' query
  parameter which was introduced in HMC version 2.16 (API 4.1). Fixed this by
  checking the API version and using the query parameter only when supported.
  When not supported, the retrieval of properties is done when they are
  needed.
