fix: Remove hardcoded height constraint and add default popup dimensions

- Replace hardcoded height: 508px on el-command-list with flex layout (flex-1 min-h-0)
- Add min-width: 600px and min-height: 600px to root element for proper default popup size
- This allows the popup to scale properly while maintaining a reasonable minimum size
- Fixes issue where popup was appearing too small (as reported)

All 413 tests passing.
