fix: Skip force-reorder tests for n-queens problems due to non-deterministic output (#36)

- Skip force-reorder tests for files containing 'queens' in the name
- Add documentation explaining the non-deterministic behavior caused by
  tie-breaking in TeDDy's heapsort implementation when variables have equal node counts
- Remove unnecessary CMAKE_C_FLAGS since this is a pure C++ project
- Prevents CI failures while maintaining correctness testing through regular n-queens tests

Resolves issues with CI test failures for four_queens, six_queens, and eight_queens
force-reorder tests that produce different (but equally valid) optimized results
across different environments.
