Add ObjectGraph feature gate (#3812)

* api: Expose ObjectGraph feature gate

This commit exposes the Kubevirt's Object Graph feature gate in HCO.

This feature gate enables the ObjectGraph subresource, which returns a structured list of VM/VMI dependencies.
