Feature/precommit formatting checks (#26)

* feat: Add robust pre-commit formatting checks inspired by ebpf-for-windows

- Add .pre-commit-config.yaml for pre-commit framework support
- Add scripts/check-format.ps1 with comprehensive formatting checks
- Add scripts/install-hooks.ps1 for easy pre-commit hook setup
- Add scripts/pre-commit for Git hook with fallback support
- Add scripts/setup-dev-env.ps1 for complete development environment setup
- Update CONTRIBUTING.md with new automated formatting workflow
- Update README.md with quick setup instructions

Features:
- Automatic code formatting checks before commits
- Support for both pre-commit framework and simple Git hooks
- Comprehensive error messages and fix suggestions
- Cross-platform compatibility (Windows, Linux, macOS)
- Detailed verbose output and quiet mode options
- Integration with existing CI/CD workflows

Based on Microsoft's ebpf-for-windows project approach for robust
pre-commit validation and developer experience.

* Add git hooks installation and cppcheck to pre-commit

- Update CMakeLists.txt to automatically install pre-commit hook to .git/hooks/
- Add BDD_INSTALL_GIT_HOOKS option (defaults to ON) to control hook installation
- Enhance pre-commit script with cppcheck static analysis using same options as CI
- Only run cppcheck on staged C++ files to provide fast feedback
- Maintain consistency between local pre-commit checks and CI pipeline
