feat: add search functionality to filter jobs by command

- add search input to navbar with icon and 500ms debounce
- implement server-side case-insensitive command search
- wire search parameter to all UI controls (sort, filter, view-mode)
- preserve search filter across 5-second auto-refresh polling
- add responsive CSS styling matching navbar controls
- include comprehensive test coverage for search functionality

search is stateless and does not persist across page refreshes
