Enhance Dependabot configuration with automation and grouping (#137)

Improve existing Dependabot setup (nuget, github-actions, dotnet-sdk already present):
- Add reviewer/assignee automation
- Add dependency grouping (Microsoft, System, testing packages)
- Add custom labels for better PR categorization
- Add commit message prefixes for conventional commits
- Set specific schedule (Monday 09:00)

Note: Removed docker/npm/pip ecosystems from initial commit as LineReader
is a pure .NET library with no Docker, Node.js, or Python dependencies.
