build(deps): Migrate build backend from setuptools to scikit-build (#42)

Switch the project's C++ build backend from `setuptools` to `scikit-build-core`. This closes #41.

Additionally, we

* enforce build tests for pull requests

* edit move-construction in canonpy.cpp

* use `time.perf_counter` instead of `time.time` for precise timing

* update the docstring and make the timing test more stringent

* allow CI for feature branches to be triggered manually
