refactor: simplify theme switcher to dark/light only

- remove auto theme state, default to dark theme when no cookie
- add -sql flag to all enum generation for database compatibility
- simplify getTheme() to return theme directly without bool
- remove JavaScript auto-detection code from templates
- update theme toggle to simple light/dark cycle
- always set data-theme attribute on html element
- update tests to reflect dark default behavior
