feat: implement `features test` subcommand with comprehensive testing support (#394)

* Add specs for features test gap closure

Introduced documentation and design artifacts for the 'features test' gap closure feature, including requirements checklist, OpenAPI contract, data model, implementation plan, quickstart guide, research notes, specification, and task list. Updated Copilot instructions to reflect new technologies and integration context for this feature.

Replace direct field access with getter methods on TestRun, Feature,
TestCollection, Scenario, and TestResult structs. Replace struct
literal construction with proper constructors to support the new
private field encapsulation in the features_test module.

* feat: Add orchestrator and task verifier agents with detailed execution and verification logic

* feat(cli): enhance feature testing command with additional options and deprecate positional argument

- Updated `FeatureCommands` enum in `cli.rs` to include new options for testing features, such as `--project-folder`, `--features`, and various skip flags.
- Added support for logging levels and JSON output format.
- Introduced new integration test to verify CLI behavior when runtime is unavailable, ensuring it exits with code 3 and displays an appropriate message.
