Move fixtures directory to pdf_extract level

- Moved fixtures from classifier/fixtures/ to pdf_extract/fixtures/
- Updated all test files to use Path(__file__).parent.parent / "fixtures"
- Updated BUILD files to reference new fixtures location
- Updated generation scripts to use new path
- All tests passing

This makes the fixtures more accessible to all pdf_extract tests,
not just classifier tests.
