chore: Enable background refetching

Adds `refetchIntervalInBackground: true` to the main
data fetching hooks.

This ensures that pull request lists and details are
kept up-to-date even when the application window is
unfocused.

`useOpenPullRequests` also receives a 60 second
`refetchInterval`.

Fixes #68
