fix: make edge able to listen on ipv6 again (#1279)

* fix: make edge able to listen on ipv6 again

This also makes us dual stack compatible, if you bind an unspecified
ipv6 address ("::") we will also turn off ipv6 only on windows to
ensure we're listening on both

fixes #1275

* removed superfluous set_non_blocking call
