Remove FK from GoalCategoryTarget to allow category deletion

Refactored GoalCategoryTarget to store categoryId and categoryName directly, removing the foreign key constraint to Category. Updated related repository and service logic to support this change and ensure category name updates propagate. Added Liquibase changelog to drop the foreign key constraint, enabling category deletion without affecting historical goal data.
