Updated to only call async-signal-safe calls after monte slave fork. (#1987)

* Updated to only call async-signal-safe calls after monte slave fork, and  made mimimal changes to enable building test_programs in trick_utils/comm..

* Reverted changes for using async-signal-safe calls, instead updated so vs init happens after master/slave logic for monte carlo.

* Updated the initialization job of vs init to P2 for JSONVariableServerSimObject to be consistent with VariableServerSimObject.
