feat: migrate admin org billing to ConnectRPC

Migrate admin organization billing edit panel from REST API to ConnectRPC:
- Replace getBillingAccountDetails with useQuery
- Replace updateBillingAccountDetails with useMutation
- Replace getBillingAccount with useMutation
- Handle bigint conversions for creditMin and dueInDays
- Add proper postpaid/prepaid logic with negative value conversion
- Add error handling with console logging
