Add localStorage caching and loading skeleton to improve dashboard UX

- Cache property count in localStorage for instant state detection
- Show loading skeleton on page load if cached count > 0
- Show empty state immediately if cached count = 0
- Display skeleton cards while fetching actual properties from API
- Eliminate jarring flash of empty state on refresh
- Update cached count when properties change (add/delete)
