Create Budget Category System (#32)

* Add Moolah.Finance.BudgetCategory resource

Introduce an Ash resource representing system-defined budget categories (AUVP).
Defines the postgres table, attributes (name, description, icon, color), timestamps,
and a unique name identity. Exposes read and update actions only and includes
policies that forbid create/destroy (seeded during setup).

* Add Moolah.Finance to ash_domains config

* Add Moolah.Finance domain and register BudgetCategory resource

Introduce an Ash domain module Moolah.Finance (otp_app: :moolah) that declares
the Moolah.Finance.BudgetCategory resource for budget-related features,
separate from the Ledger domain.

* Add migration to create budget_categories table with UUID PK, fields, timestamps, and unique name index

* Add resource snapshot for budget_categories with UUID PK, fields, timestamps, and unique name identity

* Add seed data for budget categories using Ash.Seed

* Add tests for BudgetCategory resource covering reading, validations, updates, policy enforcement, and seeded categories
