* [Game] Fix craft time modifiers

- Added support for craft time reduction for high craft skill levels

* [Game] Fix craft skill modifiers

- Added loading of `actability_categories` to be able to look up `actability_group` needed to check if a craft has a speed benefit.
- Corrected the speed labor and xp multipliers for crafting to match what the client says for 1.2
