feat(read-config): feature parity (#384)

* Add Speckit prompt files and update instructions

Introduced new Speckit prompt files for analyze, checklist, clarify, constitution, implement, plan, and specify workflows. Updated copilot-instructions.md to document active technologies and recent changes. Added constitution template, bash scripts for feature management, and templates for agent, checklist, plan, spec, and tasks. Updated VSCode settings.

* Add read-configuration spec parity documentation

Introduces full documentation and planning for the read-configuration spec parity feature, including requirements checklist, data model, implementation plan, quickstart guide, research notes, specification, contract schema, and detailed task breakdown. These files establish the foundation and roadmap for closing gaps and achieving spec-compliant behavior in the read-configuration subcommand.

* Remove legacy chatmodes and prompts, update instructions

Deleted obsolete chatmode and prompt files from .github, added a new code review prompt, and updated copilot-instructions.md to clarify test commands, tool usage, and legacy task ID handling. This streamlines repo guidance and removes unused agent modes and PR flows.

* Add fast test loop, workspace mount detection, and registry parser improvements

Introduces Makefile targets for fast local test loops (`dev-fast`, `test-fast`), updates documentation to clarify fast/full test cadence, and adds workspace mount detection heuristics to Docker container inspection. Enhances registry reference parsing to support multi-level namespaces, and implements merged configuration logic for container and features metadata in `read-configuration`. Updates related tests and documentation for new behaviors.
