feat: Add extra mentionable functionality (custom and GitHub)

This implements functionality that allows for more candidates when completing a
mention.  There are two mechanisms:

* Custom variable `company-forge-extra-mentions` to configure a hard-coded
  mentions and functions to fetch mentions.

* A new functions - prefixed with `company-forge--mentionable` - that
  asynchronously fetch extra mentions from GitHub.
