Add suisecret package with pure Go keystore key conversion

- Add suisecret package with Decode/Encode functions as pure Go replacement of sui keytool convert command
- Add KeyInfo struct with Base64WithFlag, HexWithoutFlag and Scheme fields
- Add GetWallet method to KeyInfo allowing direct wallet creation from decoded keys
- Remove unused convert and sign commands from cmd/sui-go/main.go
- Update English/Chinese README with suisecret package usage examples
- Add comprehensive tests including TestDecode_Compare to verify output matches official sui keytool convert
- Add TestDecode_Example demonstrating complete flow from key decode to wallet address generation
