CRITICAL FIX: Restore accidentally deleted RdmpDicom project and tests

- RdmpDicom should NEVER have been deleted as it's a separate NuGet package
- Migration strategy clearly states RdmpDicom stays separate from Plugins.csproj
- All RdmpDicom code and tests restored from git history
- Fixed broken badge in README.md (buildstats.info -> nuget.org)
- Fixed broken link in CHANGELOG.md (main -> develop)
- This restores the DICOM functionality that was wrongly removed
