feat: Show PR count in browser favicon (#51)

* feat: Show PR count in browser favicon

Uses `react-favicon` to dynamically update the site's favicon,
displaying the total count of pull requests currently listed.

If the count is 10 or more, the alert shows a plus sign (+).

* chore: Use BASE_URL for favicon path

Replaces usage of `window.location.href` with `import.meta.env.BASE_URL`
to correctly resolve the path for the static `/favicon.ico` asset.

This ensures the path is correctly constructed when the application
is hosted within a sub-directory.
