test: Expand PopupController test coverage from 50% to 90.41%

Added 56 new comprehensive test cases covering:
- Profile selection and creation/deletion operations
- Profile field changes (name, color, notes, enabled state)
- Header management (add, change, remove, sort, clear)
- Search and filter functionality
- Import operations (headers and full profiles)
- Matcher operations (add, remove, change URL filters and resource types)

Fixed test infrastructure:
- Mocked chrome API (storage.local.set) for tests that require it
- Updated select callback mock to properly update state.current
- Fixed test data formats to match controller expectations
- Corrected test assertions to match actual controller behavior

Results:
- All 413 tests passing
- Controller test coverage: 90.41% lines (was 50%)
- Branch coverage: 74.02%, Function: 95%, Statement: 90.9%
