Fix dispatch test failing in CI

The test was checking global excluded_databases state, which is
empty in CI (no PG_EXPORTER_EXCLUDE_DATABASES env var).

The test now focuses on what it should actually test:
  - Port is correctly parsed
  - DSN is correctly parsed
  - Collectors are correctly enabled

Removed flaky assertion that depended on global state that varies
between local (with .envrc) and CI (without env vars).

All 6 dispatch tests now pass in both environments.
