refactor: Update button colors from blue-500 to blue-700

- Changed primary button background from bg-blue-500 to bg-blue-700
- Updated hover state from hover:bg-blue-400 to hover:bg-blue-600
- Updated focus outline from focus-visible:outline-blue-500 to focus-visible:outline-blue-700
- Applied darker blue to all focus states and outline colors throughout UI
- Fixed secondary button hover in footer to use bg-stone-600 for consistency
- Updated all test expectations to match new blue-700 color scheme
