Fix bug and improve ItemRule for clarity and robustness

This commit addresses a bug and improves the clarity and robustness of the ItemRule class.

 - Fixed a bug in setValue(Properties) where property keys were incorrectly handled, leading to only the last property being stored under the wrong key. The logic was also refined for efficiency and consistency.
 - Unified exception types in check...Type methods to IllegalStateException and enhanced error messages to include the actual item type, aiding debugging.
