Update versions of elxir and erlang (#985)

Update tool-versions file:
 elixir 1.17.2 -> 1.18.4
 erlang 27.0 -> 28.1
- Update version in Dockerfile
- Delete unused `repo.ex` functions: `transact/1`, `fetch/2`, `fetch_by/2`
- Add migration to include UUID v7 functions
- Update `ash_functions_version` to 5
- Fix error message in `tenant_test.exs` for missing astarte_config
  fields
- Fix Ash error extraction in `populate_tenant.ex`
- Update error handling to use %Ash.Error.Invalid for NotFound cases
- Set default filter to empty in `devices_test.exs`,
  `hardware_types_test.exs`, and `system_models_test.exs`
   to match new query behavior
- Update the mix.exs and mix.lock files to use Sourceror 1.10.
- Add a new module `EdgehogTeslaClient` to handle HTTP requests using Tesla. This change was required because Tesla modified its request handling API: https://hexdocs.pm/tesla/v1-macro-migration.html
- Set default value for filter parameters in GraphQL queries. Ash does not support nil values for filters, so we need to set a default value.
