feat: extract sectionHeader component with data-driven menu items

- Create reusable sectionHeader component (render.ts + template function)
- Support configurable menu items via MenuItem[] array
- Infer optionsTitle from section title
- Use consistent label+divider layout across Matchers and Headers
- Refactor headersSection to use config object (DRY principle)
- Remove Sort A-Z from matchers dropdown (only Clear needed)
- Add 22 comprehensive sectionHeader tests
- Add 9 integration tests for popup template patterns
- Create SectionHeader.stories.ts for Storybook usage
- Total: 400 tests passing, 31 new tests
