Expose Kubemacpool ranges (#3737)

* v1beta1/types: Add KubeMacPoolConfig

KubeMacPoolConfig is added to HCO types in order to allow configuring
kubemacpool ranges from HCO CR.

Wire HCO KubeMacPoolConfiguration to CNAO KubeMacPool spec with
mapper function and test coverage.
