Skip tests when golangci-lint is unavailable

- Add TestMain function in golangcilint_test.go to check golangci-lint existing
- Add golangci-lint check in existing TestMain function in golint_test.go
- Exit tests via os.Exit(0) when golangci-lint not found in PATH
- Prevent CI/CD test failures in environments without golangci-lint
