feat: Support XDG config directory

Configuration is now loaded respecting the XDG Base Directory
Specification.

- Looks for `config.env` in the standard XDG configuration
  path (e.g., `~/.config/git-commit-summary/config.env`).
- Maintains support for a local `.env` file for repository-
  specific overrides.
- Adds `github.com/adrg/xdg` dependency.
