Enable flang tests in snaphots when applicable. (#1736)

* Expose build_strategy as a context var in testing-farm requests

Pass the build strategy (`big-merge=with-flang`) to testing farm
so we can do fine-grained adjustments in the TMT testplan based on
the build environment we are testing

* Add flang tests to snapshots gating

Discover flang tests from tests/flang repo only when the tested
environment has flang available.
