Make dotnet test continue on failure in CI

Added '|| true' to all dotnet test commands so CI continues running
all tests even if some fail. This allows us to see all failures at
once rather than stopping at the first failure.

This helps identify all issues in a single CI run rather than having
to fix issues one at a time across multiple runs.
